How the world's key natural resources — minerals, fuels, water, soils, forests and the new critical minerals of the energy transition — are unevenly distributed, why that distribution is geologically explicable but politically contested, and how India's endowment shapes its development choices.
What it is
A natural resource is any element of the physical environment that a society is able and willing to use. The definition is deliberately double-edged: the physical stock is set by geology and climate, but whether a stock counts as a resource depends on technology, price and demand. Bauxite was worthless before the electrolytic reduction of alumina; uranium was a curiosity before fission; lithium and the rare earth elements became strategic only when batteries and permanent magnets became strategic. The standard distinction is therefore between a resource (the total quantity believed to exist) and a reserve (the part that is known and economically recoverable at present prices and technology). Reserves grow and shrink with markets; resources are a geological fact.
"Key" resources for the syllabus mean the ones that structure production and settlement: energy minerals (coal, petroleum, natural gas, uranium and thorium), metallic minerals (iron ore, bauxite, copper, manganese, chromite, gold), non-metallic and industrial minerals (limestone, mica, phosphates), and the renewable or flow resources — freshwater, soils, forests, fisheries, and the solar and wind flux. Their distribution follows the architecture of the earth: shield areas of ancient crystalline rock carry metallic ores, sedimentary basins on continental margins and in downwarped troughs carry hydrocarbons and coal, humid tropical weathering produces laterite and bauxite, arid subtropical belts receive the highest insolation, and river-borne sediment builds the world's most fertile and most crowded plains.
The institutional anchor is layered. Sovereign states own or regulate resources within their territory; the Indian Constitution places regulation of mines and mineral development partly with the Union and partly with the States through separate legislative entries, vests things of value in the territorial waters and continental shelf in the Union, and treats water as primarily a State subject subject to Union power over inter-State rivers. Beyond national jurisdiction, the United Nations Convention on the Law of the Sea creates the 200-nautical-mile exclusive economic zone and declares the deep seabed beyond it the common heritage of mankind, administered by the International Seabed Authority.
Why it is contested
The first conflict is between endowment and development. Many of the world's poorest regions sit on its richest ores, and many of India's are in the mineral belt of the eastern peninsula — the Chhotanagpur plateau, the Odisha highlands, Bastar. The literature calls this the resource curse: mineral rents accrue to a narrow enclave, capital-intensive extraction generates little local employment, appreciation of the exchange rate or the fiscal illusion of easy revenue crowds out manufacturing, and rent capture corrodes institutions. Against this stands the plain fact that mineral rents can finance schools and roads if the rent-sharing institutions are sound. The contest is not over whether to mine but over who captures and spends the rent, and how much of the local ecological and social base may be consumed in doing so. Because India's mineral belt substantially overlaps the Fifth Schedule tribal areas and dense forest, the trade-off arrives as a rights question: mineral security and industrial input costs on one side, the statutory rights of forest dwellers and gram sabha consent on the other.
The second conflict is between scarcity and access. India is often described as holding a small fraction of the world's freshwater and a large fraction of its population, and per capita availability has fallen steadily as population has grown. But the binding constraint is usually not absolute endowment; it is timing, storage, quality and entitlement. Rainfall arrives in a few monsoon weeks; aquifers are depleted where power is cheap and cropping patterns are water-intensive; rivers carry effluent that renders flow unusable. Groundwater in India has functioned as an open-access resource attached to land ownership, which sets the food security achieved by tubewell irrigation in the Indo-Gangetic plain against the survival of the aquifer that produced it. The 2024-style question about the Gangetic valley's declining groundwater and food security is exactly this trade-off.
The third conflict is between self-sufficiency and the efficiency of trade. The energy transition changes which resources matter: it reduces dependence on oil and gas, whose reserves are concentrated in West Asia, and increases dependence on lithium, cobalt, nickel, graphite and rare earths, whose mining and especially whose refining are concentrated in a handful of countries — cobalt mine output overwhelmingly in the Democratic Republic of the Congo, rare earth separation overwhelmingly in China. Import dependence that was tolerable for a commodity traded on liquid global markets becomes a strategic vulnerability when a single supplier can restrict exports. Resource nationalism, stockpiling, subsidised domestic exploration and recycling all cost money that trade would save.
The fourth conflict is over allocation between jurisdictions and between generations. Upper riparians can store and divert; lower riparians must accept what arrives. Within India, mineral-bearing States argue for a larger share of value from resources within their territory while the Union asserts a national interest in mineral development and in inter-State river regulation. Across time, every barrel extracted and every metre of water table lost is a transfer from future users to present ones, which is why intergenerational equity and the public trust doctrine appear in Indian resource litigation.
The competing positions
The extractive-developmentalist position, argued by the Ministry of Mines, mineral-bearing State governments and industry associations, holds that India's mineral endowment is under-exploited relative to its size, that exploration intensity is low, that import dependence in coking coal, copper concentrate and critical minerals is a drag on manufacturing and on the energy transition, and that transparent auctions plus district-level rent-sharing have already answered the older objections about crony allocation. On this view the environmental clearance and consent architecture, whatever its intentions, has become the binding constraint on both growth and decarbonisation.
The rights-and-ecology position, argued by gram sabhas in scheduled areas, forest rights campaigns and much of the environmental legal community, holds that the costs of extraction are borne locally and in kind — land, forest, water, health — while the benefits are realised nationally and in cash. It points to the statutory requirement of forest rights settlement and community consent before diversion, and to the Supreme Court's insistence in the Niyamgiri matter that gram sabhas decide on their own religious and cultural claims. Its argument is not that minerals should stay in the ground but that consent and compensation are constitutive, not procedural.
On water, the supply-augmentation school favours storage, inter-basin transfer and river-linking to move water from surplus to deficit basins, arguing that India's utilisable flow is far below its precipitation. The demand-management school replies that new storage displaces populations and silts up, and that the same volumes can be released far more cheaply by changing cropping patterns, pricing electricity and water for agriculture, and treating aquifers as a common-pool resource managed by users. Between upper and lower riparians the positions are symmetrical and both principled: the upper claims a sovereign right to develop its own territory, the lower claims a right to established and equitable use.
How it developed
Colonial resource geography was extractive and outward-facing: railways and ports were laid to move coal from the Damodar valley, cotton from the Deccan and jute from Bengal to the coast, and the location of India's first modern iron and steel capacity followed the coincidence of ore, coal, limestone and water in the eastern plateau. After independence, resources were treated as a strategic public asset. Mining, oil and steel were brought largely under public undertakings, coal was nationalised in the 1970s, and industrial location was directed by licence as much as by geography.
From the early 1990s liberalisation reopened mineral and hydrocarbon sectors to private and foreign capital, while the same period produced the countervailing rights framework: legislation extending panchayat provisions to scheduled areas, judicial restriction of the transfer of tribal land in scheduled areas to non-tribals, and later the recognition of individual and community forest rights. The collision became unavoidable in the 2000s, when a commodity boom, a wave of captive coal and iron ore allocations, and litigation over their legality ended with judicial cancellation of coal block allocations and a statutory shift to competitive auctions in the mid-2010s, together with district-level funds financed by a levy on miners.
The most recent phase is defined by the energy transition and by the sea. India has published a list of critical minerals, amended its mining law to allow the Centre to auction critical and strategic minerals and to create a distinct exploration licence, reported an inferred lithium resource in Jammu and Kashmir, launched a mission for critical minerals and a deep ocean programme, and holds International Seabed Authority exploration contracts in the Indian Ocean.
Where it stands
India remains a large producer of iron ore, bauxite, coal and limestone and a heavy importer of petroleum, coking coal, copper concentrate, and nearly all of its battery and magnet minerals. Coal output has risen even as solar and wind capacity has expanded rapidly, which is the honest shape of the transition: additional renewable generation is displacing growth in coal generation faster than it is displacing coal itself. Renewable siting is itself a distribution question — insolation is highest in the arid north-west, wind resource is best along the western coast and the Tamil Nadu gaps, and untapped hydro potential is concentrated in the Himalaya and the Brahmaputra basin, all far from the eastern and western industrial load centres, which makes transmission and land acquisition the operative constraints rather than resource availability.
Water is where the unresolved questions are sharpest. Groundwater extraction in the north-west and parts of the peninsula continues to exceed recharge; inter-State disputes over the Cauvery, Krishna, Ravi-Beas and Mahanadi persist despite tribunals; and the external framework is unsettled, with India having announced that it would hold the Indus Waters Treaty in abeyance following the 2025 attack in Pahalgam, the Ganga water-sharing arrangement with Bangladesh approaching the end of its term, the Teesta sharing question unresolved, and Chinese hydropower plans on the Yarlung Tsangpo raising the lower-riparian anxieties India itself invokes against Pakistan and Bangladesh.
Offshore and deep-sea resources are the emerging frontier: hydrocarbon exploration in the Krishna-Godavari and Andaman basins, a statutory regime for offshore mineral auctions, and polymetallic nodule exploration in the Central Indian Ocean Basin. None of this yet changes India's import position, and the environmental law of the deep seabed remains unwritten.
Taking a view
The commonest failure on this topic is the gazetteer answer: a list of states and countries with no causal reasoning. The Commission almost always asks for an explanation of distribution — why offshore oil occurs where it does, why non-farm primary activities track physiography, why the Ganga basin carries the population density it does. So lead with the controlling factor and let the examples follow it. Offshore hydrocarbons sit on continental shelves and passive margins because thick sedimentary wedges, organic-rich source rock, and structural or salt-related traps occur there; the difference from onshore fields is not geological in kind but in cost, technology, environmental risk and jurisdiction. Laterite and bauxite follow humid tropical weathering on old plateau surfaces; metallic ores follow shields and orogenic belts; alluvial fertility and population density follow the sediment load of a Himalayan river. Two sentences of mechanism are worth a paragraph of place names.
Draw three distinctions and most questions become tractable. First, resource against reserve: endowment is fixed, availability is economic. Second, availability against accessibility: the freshwater crisis is overwhelmingly one of storage, seasonality, quality and entitlement rather than absolute shortage, and saying so is a defensible view, not a hedge. Third, distribution against distributive outcome: the same ore body can finance a school system or entrench an enclave, depending on rent-sharing institutions, so "resource curse" should be stated as a contingent risk rather than a law.
When a question forces a choice, choose and pay the price openly. If asked about groundwater and food security, a defensible position is that the aquifer constraint binds sooner than the calorie constraint, that the answer therefore lies in cropping-pattern and power-pricing reform in the north-west rather than in further extraction, and that this imposes real transition costs on Punjab and Haryana farmers which the Union must underwrite. If asked about mining in scheduled areas, a defensible position is that consent and rent-sharing are the price of legitimacy and hence of speed, not obstacles to it. Either way, name the losers and say what they are owed.
